Alpine councilman Carlos Lujan says he’s working with other citizens to start a petition to recall mayor Avinash Rangra. Lujan alleges the mayor makes decisions behind closed doors, and the councilman feels so strongly about the issue that he has decided not to seek re-election. Lorne Matalon reports.
